LETTER: Mayor wants to clarify facts on Central Saanich civic redevelopment

A letter to the editor (May 8) included several inaccuracies about Central Saanich’s proposed civic redevelopment. I’d like to clarify key points and emphasize why this project is both necessary and urgent. 

Our current Municipal Hall, police, fire, and public works buildings are outdated and no longer meet safety, accessibility, or capacity standards. This isn’t about preference – it’s about ensuring our community has safe, functional, and inclusive facilities. For example, someone in a wheelchair must exit the building and travel through the parking lot in all weather to access the Planning Department. That’s undignified and unacceptable. 

The claim that the project could cost $70-80 million is unfounded. The net cost estimates for the three concepts range from $45-50 million, including a 30% contingency, and cover the replacement of the police station, Fire Hall 2, and Municipal Hall. Funding would come from reserves and borrowing – not additional property taxes. 

Concerns about public input are misplaced. While I supported a resolution to modernize borrowing rules at a recent convention, any changes would take years and won’t affect this project. Borrowing would be done through the Municipal Finance Authority, which offers low interest rates. 

This project has been in the works for over a decade, and was included in our 2020-21 Strategic Plan and Asset Management Plan. The district has released all relevant reports, previously withheld for legal reasons, and continues to share information transparently. The Hovey Road land purchase followed standard legal procedures to protect public interest. 

This week, we released three design concepts and financial models and are actively seeking community feedback. The time to act is now – while we can do so responsibly and without burdening taxpayers. 

Let’s move forward together, with clarity, compassion, and a shared vision for a stronger Central Saanich.
