The District of 100 Mile House has clarified some confusion regarding the zoning amendment for 532 Horse Lake Road.
The property in question is located directly behind Uptown Plaza, specifically the open field behind the Lakeland Veterinary Clinic.
During a public hearing on Tuesday, June 3 two members of the public, Leanne Kaupp, and Jenny Jensen, asked for clarification regarding the bylaw, with Kaupp asking what types of buildings would be allowed on the property. Joanne Doddridge, who is the Director of Economic Planning and Development with the District of 100 Mile House, said a family home or a duplex would be allowed to be built on the property.
As for Jensen, she said she had been confused about the dark line from Horse Lake Road to the proposed rezone of the property, which seemed to indicate a road. Doddridge explained that it is part of a commercial lot called a panhandle, but she could see why it would be misleading.
The public hearing was chaired by Coun. Dave Mingo, who took on the role of Acting Mayor as Mayor Maureen Pinkney had to leave due to a conflict of interest. There were no written submissions received prior to the public hearing.
Council supports trail association's non-farm use application with conditions
The District of 100 Mile House council is unanimously supporting a non-farm use application from the South Cariboo Track and Trail Association with numerous sets of conditions recommended by the district.
In a lengthy resolution, the district would support the application for the South Cariboo Track and Trail Association to register existing trails in the 99 Mile recreation area and the 100 Mile Community Forest, and recommended the following conditions:
- That the trail width could not exceed five metres.
- That trail maintenance had to be restricted to bucking obstructions and not cutting a buffer of dead or live trees.
- That future harvest blocks would be designed to minimize impacts of rails, but crossings and adjacent harvesting would be required.
- That future harvesting would likely occur in motocross off-season, but that harvesting operations would proceed unhindered regardless of season and would be communicated by the district towards the association during the referral stage, as well as signage being installed.
- That the South Cariboo Track and Trail Association, at its own expense, would install signage to keep trail users on existing trails to not increase disturbance in the area and to not leave any trace.
In response to councillors asking about the land commission giving approval, Doddridge said she would be forwarding the entire application to the commission.
"The ball is in their court to make a decision," Doddridge said.
