Zoning and Official Community Plan (OCP) amendment bylaws for a proposed two-lot subdivision

at Lac Des Roches Resort were given two readings.

Area L Director Bruce Rattray says the subdivision is in the sloped area behind the resort and is not considered by the applicant to be usable for resort purposes.

It will effectively divide the current resort property into two, including 25 acres rezoned to Rural 1, which allows for future subdivision into two lots, each would have to be a minimum of 10 acres.

This will leave the resort itself with the 13 acres remaining, zoned Tourist Commercial.

The board endorsed a policy to restrict use of steel shipping containers as structural components of buildings.

Based on the recommendation of Graham Barbour, chief building official and manager responsible for bylaw enforcement, the policy restricts the use of steel shipping containers as building components.

Free standing steel shipping containers are not regulated through the CRD building bylaw or the British Columbia Building Code.

When these containers are being

used as components within buildings or structures, they cannot be used for structural supports of a building or structure.

They must not be covered by a roof of any kind, unless the roof structure is completely independent of the containers.

Directors reviewed information on the Canadian Battery Association’s (CBA) Stewardship Plan that takes effect on July 1 for the safe and efficient collection, storage and transportation of lead-acid batteries (LAB).

The plan stresses the importance of providing the service to remote and rural locations, but does not contain details of how it will work with regional districts.

CRD staff has confirmed the provision of storage containers and pickup of LABs at rural refuse sites by the CBA may be an option, but further discussions are being held off until the plan comes into effect.

The next scheduled CRD board meeting will be held in Williams Lake on Feb. 11.
