100 Mile bridge construction progresses; well redevelopment nears completion

The District of 100 Mile House is moving forward with redeveloping its wells and constructing a new bridge across Bridge Creek

Wells five and six may be finished redevelopment soon, and the temporary Horse Lake Bridge will soon be opened. 

Todd Conway, the Director of Community Services with the District of 100 Mile House, gave council an update on these two major infrastructure projects during the June 10 Committee of the Whole meeting. Conway said that Well Five was "completely redeveloped" and that they were just waiting on bacteria testing results. Well Six, meanwhile, is still being redeveloped, requiring Well Five to stay offline.

"If everything goes well, that'll be completed mid-next week, so two days of testing after a well is redeveloped, at the end of next week, we cross our fingers, all three wells will be running," Conway said.

Coun. Marty Norgren asked Conway if there were any surprises in the wells. Conway said that there had been some equipment issues, such as a broken air compressor. The District of 100 Mile House has been under water restrictions since the beginning of spring. 

As for the Horse Lake Bridge, Conway told council that a temporary bridge is now in place - and that they were working on all the decking. He also noted that June 16 and 17 will be big days for the bridge project and that traffic will be diverted through Christ the King Lutheran Church's parking lot, with one way going over the temporary bridge and another traffic lane being on Horse Lake Bridge while they pave the road.

"Once the paving is complete, the temporary bridge will be in full use," Conway said. He adds that once that is done, the old Horse Lake bridge will begin demolition. The temporary bridge will be in place while girders for the new bridge are manufactured.

Financial information report approved

The District of 100 Mile House have unanimously voted to receive a council report dated May 20, 2025, from the Director of Finance regarding the 2024 Statement of Financial Information (SOFI) and has approved and authorized the 2024 SOFI for signature. 

A SOFI report is a "regulatory requirement for all British Columbian municipalities, submitted by June 30 each year to the Ministry of Community, Sport and Cultural Development" and includes the municipality's audited financial statements and schedules regarding renumeration paid to mayor and council - as well as a listing of municipal employees who had renumeration over $75,000, amounts paid to suppliers where the municipality paid a total exceeding $25,000 including GST and other taxes.

Around $94,515.84 was renumerated towards elected officials, with $951,123.18 renumerated towards employees earning more than $75,000 per year, with $893,567.15 renumerated towards employees earning less than $75,000 - for a total of around $1.9 million. Around $9.9 million was paid towards suppliers of goods and services that were greater than $25,000.

The report prepared by Sheena Elias, who is the Director of Finance with the District of 100 Mile House, states that a SOFI must be approved by Council and the Chief Financial Officer under Section 9(2) of the Financial Information Act, B.C. Reg. 371/93. 

Four requests for service in bylaw report; other issues highlighted during May 2025

The District of 100 Mile House council unanimously voted to receive the bylaw report for May 2025 prepared by Commissionaires B.C. 

The report, prepared by Jamie Suggitt, stated that there were four requests for service, with multiple requests involving feral cats, as well as a noise complaint from a neighbour, and a negative dog-on-dog interaction.

Other issues that Suggitt highlighted included various parking issues at sites around the district, business licensing and sign inquiries, several calls about garbage from commercial establishments, public contact regarding sprinkling regulations, and sani dump station patrols for tote/barrel filling. 

Horse Lake zoning amendment unanimously adopted

The district unanimously adopted an amendment to the Official Community Plan Bylaw No. 1288-2016.

The amendment is amending Schedule B to change the designation in part of "Lot 2, Plan KAP83927, DL 2138, Lilloeet District, located at 532 Horse Lake Road" from Commercial Vehicle oriented to Low Density Residential. The property is located directly behind Uptown Plaza, specifically the open field behind the Lakeland Veterinary Clinic.

The application had come from Cariboo Geographic Systems, where applicant Larry Pinkney said the property had been presently vacant and that there was a statutory right of way in favour of a municipality for sewage purposes, and that he wanted to build smaller single-family houses.

District of 100 Mile House Mayor Maureen Pinkney had to recuse herself from the discussion or voting as she was in conflict of interest.
