District of 100 Mile House schedules Coffee with Council

Briefs from the Feb. 25 District of 100 Mile House Council Meeting, which lasted for around half an hour

The District of 100 Mile House Council has scheduled a Coffee with Council meeting for March 17. 

The event is set to be held at the 100 Mile Community Hall between 3 p.m. and 7 p.m. and will be an "opportunity to speak with your local government representatives in an informal setting." 

District of 100 Mile House Council Mayor Maureen Pinkney says that she thinks there would be some information about the community plan as well as other topics. She noted there is no set format and it's a chance for the community to come and discuss issues facing the community with council. 

Official Community Plan bylaw to be written by Stantec Consulting 

District of 100 Mile House Council has awarded a request for proposal to Stantec Consulting for a review and rewrite of the Official Community Plan and Zoning Bylaw.

In a report prepared for Council on Feb. 19 by Joanne Doddridge, the director of economic development and planning with the District of 100 Mile House, the request for proposal is to "complete a comprehensive review and rewrite of the Official Community Plan Bylaw No. 1288 (2016) (OCP) and the Zoning Bylaw No. 1290" and would focus on "updating the bylaws to be technically consistent on a policy basis, user-friendly, and aligned with Provincial legislation." 

Stantec Consulting were one of four proposals that were received by the District of 100 Mile House beating out WSP, L&M Engineering and Scout Engineering for the contract. Provincial requirements state that the OCP and Zoning bylaws be updated by the end of 2025. 

Coun. Donna Barnett asked staff how long the process would take, and Doddridge responded that it would be a nearly year-long process. 

Community Wildfire Resiliency Plan project awarded

District of 100 Mile House Council has approved and awarded the Community Wildfire Resiliency Plan project to Forsites Consultants Ltd for the price of $31,996 plus applicable taxes. 

In a report prepared for council on Feb. 19 by Doddridge, she said the CRWP is "a requirement of the Community Resiliency Investment Program (CRI) funding program. It is a framework for community wildfire resiliency planning which seeks to increase a community's capacity and understanding of wildfire risk." 

It was also stated that the CRI is funded by the province of B.C. and administered by UBCM, with the approved funding received through the program covering the cost of CWRP. 

District conducts public hearing on two zoning amendment bylaws

The District of 100 Mile House Council conducted a public hearing on two zoning amendment bylaws.

Around 15 people attended the public hearing for the two amendments. The first amendment will allow agricultural sales and services and commercial heavy truck repair at 980 and 988 Alpine Avenue. Meanwhile, the second zoning amendment bylaw would allow healthcare offices and health and fitness facilities at 230 Cariboo Highway 97.

There was a letter by the owner of the Cariboo Ridge Homes, Graham Farstad, where he said they were not opposed to the agricultural sales and service use, stating that their display and visibility from Highway 97 would be a positive contribution. However, Farstad is opposed to the commercial heavy truck repair of the property due to the location, stating that if the repair of trucks is visible from Highway 97, it would create a negative first impression of the community. 

Sean Russ, the owner of SKR Ventures Ltd. said that he plans on screening everything in the yard, with a fence going up on the highway. Meanwhile, Russ says that the front will be all brand-new tractors for sale. It should be noted that he is the partner with the owner of the property, which is Kingsgate Auto (1974) Ltd. 

As for the other zoning amendment bylaw related to 230 Cariboo Highway 97, no comments or letters were made. Both bylaws were read for the third time during the Council meeting as well.

In a Feb. 11 agenda, both amendments are set to be adopted on Mar. 11, however, both are pending approval from the Ministry of Transportation.

Road Naming Bylaw amended 

The District of 100 Mile House Council has amended Road Naming Bylaw No. 1225. 

The amendment, called "District of 100 Mile House Road Naming Amendment Bylaw No. 1444, 2025" amends Road Naming Bylaw No. 1555's Section 3 to read "The Staff Planning Committee comprised of the Director of Planning and Fire Chief, and/or their designated deputies, and/or any other person appointed by the Administrator, shall maintain a list of all road names in the District of 100 Mile House."
